It disincentivises higher education. If it stops you from getting access to HECS then it means you need to have a good income (what student has that unless they’re already rich?) to pay upfront fees so basically if you fuck up your first year at age 17-18 then… Why bother getting a degree, even if it’s a different degree from the one you failed? The benefit of delayed payments off debt is gone and you’re suddenly at a clear disadvantage to other students. This works in tandem with the other Liberal ideas on how to discourage people from pursuing higher education and treating it solely as an elitist job factory for only certain industries that the Libs value (even if they’re not the most future proof or benfitial to the economy). Like everything the Libs do it’s ideological not practical.
